All police bodies pursue the sole goal of achieving safety and security. In order to bring about social welfare, a police system capable of preserving gains and achieving objectives needs to be developed. Terrorist crimes are among the most serious crimes affecting humans and threatening stability and economy. This book deals with police organizational structure development in the UAE to counter terrorism. The book is intended to achieve Ministry of Interior’s vision of having the UAE among the best countries worldwide in achieving safety and security. It concluded with a number of recommendations, chief among them were:

- The establishment of a general directorate for combatting terrorist crimes using future foresight. Such directorate is to be supervised by Ministry of Interior, and is a federal one affiliated to the Secretariat - General of the Office of His Highness Minister of Interior. Having its sections at all police departments in the UAE, such general directorate is dedicated to handle any security or terrorist incident directly and promptly through a one command consisting of information and operations.

- Using police programs and applications, and identifying reasons behind ideological deviation, extremism and terrorism by means of security applications on smart phones. Using smart questionnaires to identify the public awareness of risks associated with terrorist crimes. Additionally, utilizing modern technology for reporting worrisome incidents; dealing with the same promptly and confidentially and marketing such means in all mass media, government and private institutions.
